Mr. Gross surmises that this repeatedly occurs because of two main reasons. First, “full coverage” is a subjective term that means something different to every consumer. A person may tell an insurance agent that he or she wants full coverage; however, full coverage may mean something completely different to the agent than to the consumer. Additionally, when consumers purchase insurance, they are often more worried about the costs of the coverage rather than the actual coverage itself.
