AbuseGuardian.com reports on a recent move made by the United States to prevent teachers who have been accused of sexual abuse from being hired in any school across the country. There are currently only three states which have regulations to prevent known sexual offenders from being hired as teachers, yet this new mandate, which was approved in December, seeks to stop this occurrence in all states.
The new mandate requires states to consider the potential risks of re-hiring teachers who have been charged with sexual abuse. One of the three states to have policies in place to prevent teachers charged with sexual abuse from being re-hired is Pennsylvania, and Senator Pat Toomey of PA is responsible for the bill to create this federal mandate. Before this mandate was in place, a practice known as “passing the trash” allowed teachers who had been charged with sexual misconduct to be re-hired as teachers at other schools. These teachers could sometimes even provide glowing recommendations most likely given by the previous school in an effort to keep dangerous offenders out of their school.
USA Today conducted a report in 2007 which revealed the many troubling problems with tracking the disciplinary issues of teachers in schools across the country. The report uncovered that in many states sexual abuse offenders were working as school teachers. It showed that “The patchwork system of laws and regulations — combined with inconsistent execution and flawed information sharing between states and school districts — fails to keep teachers with histories of serious misconduct out of classrooms and away from schoolchildren.”
